Justice & Mercy, Inc. – A voice for the incarcerated and a catalyst for prison reform
In October 1998, a group of professionals and Christian community business leaders met in Ronks Pennsylvania to discuss operations and education resource improvements within Pennsylvania prisons. All agreed that the prison administration could do more to help the inmates address personal problems, take responsibility for past deeds, forgive those who hurt them, and introduce restorative justice to the judicial system.
Justice & Mercy is clearly attempting to fulfill the mission God has called us to do in seeking a fair justice system while at the same time showing God’s mercy to all of His creation. It is not an easy task. It is taking a holistic approach to a complex challenge.
For nearly three decades Justice & Mercy has ministered to the needs of incarcerated individuals, fulfilling requests for visits from inmates, family members and friends.

Justice & Mercy continues to work with the justice system while working on the system to provide a better and safer society for all citizens in the Commonwealth.
Justice & Mercy continues to educate, support, correct and reform the justice system to better serve all. At the same time, Justice & Mercy leaders are listening for God’s prompting, willing to do whatever it takes to work on the task He has called Justice and Mercy to do. New eyes, ears and hearts are needed to accomplish the Great Commission before us.
What originally began inside prison walls to show God’s compassion to inmates and staff alike, now expands beyond the prison walls, into the Lancaster community to raise awareness of the personal struggles for reconciliation, forgiveness, personal growth and spiritual fitness within the prison community. in 2026, Justice & Mercy became a Blessings of Hope Affiliate Ministry and is looking forward to forging a partnership with the Lancaster Bible College’s Criminal Justice Department.
Pennsylvania prisons are filled with fathers, mothers, sons, daughters, nephews, nieces, cousins, uncles, aunts, grandparents, friends and co-workers, all who have the need to know… “For there is but one God, and one mediator between God and men, the man Christ Jesus.” – 1 Timothy 2:5

Justice & Mercy receives no government funding and is supported exclusively through the organizations fundraising efforts and the gracious support from business owners, churches and friends.
The Matthew 25:36 Project sustains the organization’s yearly operational needs through reoccurring $25 monthly donations. These collective M25:36P monthly donations provide resources for general office supplies, postage, announcements and promotions, equipment maintenance / service, travel expenses, etc.).
